Certificate User Instructions and Registration


For use of a Certified Type B or Fissile Radioactive Material Package or Certified Special Form Class 7 Material for Offsite Shipments by DOE Elements or Persons Under Contract to DOE Elements

The following instructions and form only apply to Department of Energy (DOE) elements or persons under contract to DOE elements (i.e., contractors) for use of a certified Type B or fissile radioactive material package or certified Special Form Class 7 Material for consignment of DOE radioactive material.  Non-DOE users are referred to the applicable registration requirements of the Department of Transportation (DOT) [49 CFR 173.471, 173.472, or 173.473] or the Nuclear Regulatory Commission (NRC) [10 CFR 71.17(c)(3)]. 

The DOE Packaging Certification Program (PCP) prepared these instructions and form to implement a compliance process for the “user registration” requirements of DOE Order 460.1D, Hazardous Materials Packaging and Transportation Safety, for offsite use of a certified Type B or fissile radioactive material (RAM) package by DOE elements or persons under contract to DOE elements (contractors).  There is no similar requirement to register to consign certified Special Form Class 7 Materials, but the DOE Packaging Certification Program (PCP) strongly recommends DOE elements or persons under contract to DOE elements to follow this same registration process for Type B and fissile RAM packages.

This form must be submitted by the applicant and approved by the PCP Manager, for the DOE Headquarters Certifying Official (HCO), prior to use or consignment of the aforementioned package or material.  Upon PCP approval, the applicant will receive notification by email from the DOE Docket Manager and be added to the Registered Users Listing page on the RAMPAC website.

Use of a certified Type B or fissile RAM package includes all package operations, acceptance testing, and maintenance in accordance with the requirements of the certificate and Chapters 7 and 8 of the respective Safety Analysis Report (SAR) or Safety Analysis Report for Packaging (SARP) of the package design.
 
Special Form RAM certificates require consignors in the United States to satisfy the applicable requirements of Subpart H of 10 CFR 71: DOE may ensures its consignors meet this requirement by registering with the DOE HCO.

Users or consignors –

  • Must have a 10 CFR 71 Subpart H Quality Assurance Program approved by the DOE HCO.   The steps and process to submit a QAP for HCO approval is posted on RAMPAC QA Frequently Asked Questions .  The status of QAPs approved or under review by the HCO are posted on RAMPAC QA Docket Status.
  • Must register in writing prior to use or consignment of the certified package and should register in writing prior to use of a ​certified Special Form source.  Registration is not complete until PCP approves the registration form and the user is added to the Registered Users Listing page on the RAMPAC website.
  • Obtain permission and the required documentation from the certificate holder for use of the package and obtain the required documentation for use of the certified Special Form source, and
  • Make shipments/consignments in accordance with the terms and conditions specified in the certificate, the SAR or SARP of the package design, and the QAP approved by the HCO
By submitting this form, the applicant is initiating the registration process with DOE PCP to become a user/consignor of the applicable DOE, DOT, or NRC certified Type B or fissile package, or DOT-IAEA Special Form certificate, and will meet the requirements listed above, prior to use or consignment under the applicable certificate.
