Training Courses

Management of SARP Preparation This two day training course is available for the person who has the task of building a Safety Analysis Reports for Packaging (SARP) and submitting it to DOE's Packaging Certification Program (PCP) for regulatory review. The PCP-sponsored training will guide the SARP Manager through myriad regulatory, managerial, and technical issues and is scheduled February 9-10, 2010. The Savannah River National Laboratory (SRNL) will present the course at the University of South Carolina in Aiken, SC. This course has been cancelled because we did not get the minimum number of students required for the course. The course will be offered at Hanford, WA in May 2010. Registration information will be posted on RAMPAC when it's available from the Hanford host.

Application of the ASME Code to Radioactive Material Transportation Packagings: The purpose of the course is to provide guidance for the application of the ASME Boiler & Pressure Vessel (B&PV) Code to packaging for the transportation of high-level radioactive materials or fissile material. The course objective is to facilitate the design, fabrication, examination, and testing of a packaging that meets all the applicable ASME Code requirements and all governing federal requirements and regulations. DOE News

"Packaging Certification Program: Success Stories, Challenges, and Strategic Direction" This brochure, produced in 2007, won the Award of Excellence from the Society for Technical Communication, STC Chicago Annual Technical Publications, Art, and Online Communications Competition, March 12, 2008. The brochure is an excellent overview of the mission, work, and accomplishments of the PCP and support organizations.

DOE PCP-Certified Packagings: The DOE Packaging Certification Program, or DOE PCP, of the U.S. Department of Energy’s Environmental Management, Office of Packaging and Transportation offers a compendium of one-page introductions to certified packagings currently supporting DOE missions across the complex.

UCID-21218, Rev. 3, Packaging Review Guide for Reviewing Safety Analysis Reports for Packagings, dated February 2008: Commonly known as the "PRG," the guidance document was updated to reflect changes in applicable DOE Orders.

http://OTAC.doeal.gov: The NNSA Service Center's Packaging Certification Division (PCD) is pleased to announce its new NNSA Packaging Web Site.
In addition, http://scprod.na.gov/OTAC is an intranet site available only to personnel with access to the NNSA Service Center intranet. Such personnel needing access to the new NNSA Packaging Web Site intranet application should submit their requests to Ms. June Storey, National Security Department, at jstorey@doeal.gov.

NRC Costs for NRC Certificates with DOE the Certificate Holders: Fee payment responsibility memorandum from the Headquarters Certifying Official, dated May 14, 2007.

Requirements for Owners and Users of DOE Certificates: Recent implementation of directives from DOE Order 460.1B.

Packaging Decertification Checklist: Revised the list of actions to be followed by the DOE program sponsor of a Type: B or fissile material packaging certified by DOE or NRC, when it has been determined that continued certification of the packaging is no longer required.

All DOE Certificate of Compliance holders should be aware of the new packaging marking requirements in 49 CFR 172.310(a) through (e) that went into effect on October 1, 2004 as a result of HM-230. If any packaging drawings, or any other information in the approved SARP, need to be revised to reflect the new data plate information, the SARP should be revised to reflect the new drawings and/or other information, and the revised SARP submitted to the DOE Packaging Certification Program for review. After Review by the DOE PCP and approval by the HCO, the HCO will sign and the DOE PCP will issue a revised CoC to reference the updated SARP.
No shipments should be made with a packaging that does not comply with the new 49 CFR 172.310 requirements.

The new 10 CFR Part 71 rulemaking, which went into effect October 1, 2004, contains a number of new requirements of significant interest to the Department of Energy packaging and transportation community. Among these is the expansion of Part 71 quality assurance requirements to Certificate of Compliance (CoC) holders and applicants for a CoC (referred to as Issue 13 in the rulemaking).
DOE organizations are strongly encouraged to read the rulemaking and ensure that their contractors and subcontractors involved in the design, fabrication, assembly, testing, maintenance, repair, modification, or use of packagings have implemented quality assurance programs that meet the applicable requirements of Subpart H of Part 71.
